The building of a successful public-private R&D program on the basis of equality between parties, without a client - contractor relationship, is a tall order. The fundamental problem is that every business is subject to the discipline of the market and therefore has to work for a "return on investment," requiring protection of R&D results, while knowledge institutes and transparency and full disclosure of R&D results.
In setting up a public - private R&D program the differing interests and sensitivities of participating organizations, including intermediary agencies such as Connekt, need special attention. The FAMAS R&D program, established in 1997, has provided some important insights. This is addressed in the following paragraphs.
