The real potential for sustainable building and carbon dioxide reduction lies in managing the existing stock of residential buildings. Housing associations are key actors in fulfilling this potential. Therefore in 1998, the Dutch social housing sector and the Dutch government drew up the Sustainable Building Agreement.
