This report to the European Parliament covers events in the years 1989 and 1990. It registers a considerable growth in the recognition of human rights, and it is particularly concerned to welcome the extension of pluralist democratic norms to so many territories in Central and Eastern Europe. In Latin America and parts of Africa there has also been important progress of this kind. Of course, the report presumes a strong correlation between democratic institutions and the observance of human rights, even if the fit between the two remains far from perfect. At the same time, Human Rights in the World records vast areas of problems and injustice. For instance, wars and sharp political crises still displace millions of people from their homes.
