This book focuses on the role of trade and trade policy in achieving sustained long-term growth in Sub-Saharan Africa. According to the study, trade policy in Sub-Saharan Africa works very much the same way that it does elsewhere. However, two much focus on "outward orientation" and "openness" can be counterproductive if it diverts policymakers' attention away from growth fundamentals. The author points out the sharp distributional consequences as one important factor behind the many erratic trade reforms in Africa, and suggests two broad strategies for minimizing distributional conflicts.
