The present work is an empirical study discusses the dynamics and intricacies of rural development administration at sub-state level. It concentrates on the District Rural Development Societies (DRDS) in Karnatka, and administrative innovation introduced in the early eighties to administer poverty eradication programmes at sub-state level. The DRDS is analysed in a structural-functional frame.
The implementation of poverty alleviation programmes, the organisation and methods involved in administering these programmes is examined on the basis of field data and observations. The system of linkages, task management, coordination and role of popular institutions in the domain or rural development is explicated. The clientele dimension of development administration at grass-roots is also elucidated. The programmatic performance of DRDS in selected districts is evaluated. Each dimension of DRDS is analysed relating it to the administrative concepts and theories. The recommendations presented will be of immense help to policy makers.
